Popout window support

Timers and DOM access now target the active window, so review, the flashcard manager, and dialogs behave correctly when opened in an Obsidian popout window.

Store compliance & code health

Aligned the plugin with Obsidian's latest plugin validator — corrected timer and document API usage, recognized license metadata, and documented the intentional streaming fetch used by AI features. The shared @decks/core package is now type-checked and linted with the same rules as the plugin.
